San Pablo is a city in Contra Costa County, California, United States. The population was 22,830 at the 2010 census. The name of the city comes from Spanish San Pablo de la Laguna (meaning "sanctuary of the lagoon"). The first Europeans to visit what is now Contra Costa County were Portuguese sailors on their way to Van Nuys, adjacent to today's San Francisco Bay Area. They named their new trading post "Palo Alto" because they saw a knoll in that area with an orange tree near it. In 1849, John C. Fremont explored and reported finding gold in what is now Contra Costa County while traveling through the Central Valley of California. As word spread about this newfound wealth, people from throughout Northern California flocked to try their hand at mining. In 1851, two brothers - Josiah Warren and James Irvine - arrived in San Pablo with an idea for developing land around what is now downtown San Pablo. They founded the town of Irvine on August 29, 1851; San Pablo followed suit on October 10th of that year. In 1865-1866, American Civil War General George Armstrong Custer passed through central Contra Costa County during his ill-fated attempt to cross the Sierras into Nevada during the Dakota Wars and encountered resistance from Ulysses S Grant's forces atbear creek northwest of Palo Alto; he was forced back and retreated towards Oakland before being finally found and destroyed by General Sherman's army just outside Hayward early July 1876 near present day Pittsburg Landing Road east of Interstate 680 northbound lanes exit off I-680 between Antioch Avenue southbound lanes exit and Pleasanton Avenue westbound lanes exit). This event helped prompt Congresswoman Anna DeWitt Wood (D) to form a Congressional committee chaired by Congressman Hiram Johnson (R) called the Indian Affairs Committee which eventually led to passage of the Indian Appropriations Act (December 8th 1865) which appropriated $10 million for federal assistance program related to tribes within US borders subject only to tribe sovereignty claims as against any state or foreign governments not authorized by law.. The City Council was established on December 20th 1865 with Wm Harshall as Mayor; James Irvine served as Vice Mayor until 1870 when he became Sheriff after Charles Babbage resigned from office in Protest over election laws violations committed by City Manager Jno Fenton leading up to November 5th 1870 general election held under questionable circumstances including numerous fraudulent absentee ballots cast by many citizens casting them without verification or knowledge that these ballots would be counted! A special grand jury indicted Fenton but no charges were ever brought against him due largely because there seemed little evidence aside from circumstantial evidence! On January 5th 1871 Wm Harshall was impeached for neglecting council duties (!), violating State Constitution Article XIII Section 2 prohibiting members who have been convicted of bribery or perjury from serving again on local government bodies!). In 1846, the United States purchased Rancho San Pablo from Manuel Nieto for $8,000. The land was located on what is now the corner of Paseo de la Cruz and Guerrero Streets in downtown San Pablo. The rancho was named after General José Gabriel De Anza who fought in Mexican-American War and later became a U.S. Patriot. In 1848, John C. Fremont discovered gold near the edge of the rancho and started mining operations there. The first Post Office at San Pablo opened in 1850. A school was built on the property in 1861 and a church in 1865. In 1872, San Pablo City Council authorized annexation bySan Francisco Bay Area and it became part of that city on December 15th, 1872.
