San Pablo is a small town in San Diego County, California, United States. It was founded by Mexican Californians in 1849 as the nucleus of a larger rancho. The population was 12,521 at the 2010 census. The name comes from Spanish meaning "place of the papaya trees." The first store in San Pablo opened on November 15, 1849. Ralph Waldo Emerson and his wife spent their honeymoon there in 1850 while they were Visitacion Valley residents. In 1853, General Josiah Beale captured Rancho San Pablo and made it part of his newly created Guadalupe County. In 1865, during the American Civil War, Confederate General Jubal Early invaded California; he burned most of downtown San Pablo before retreating toSonoma County. A year later, on May 10th 1870, Early again invaded California; this time he attacked and burned most of San Pablo before withdrawing to Sonoma County without battle or loss. On October 12th 1890 San Pablo voters passed an ordinance creating city government with a mayor and six council members instead of just one mayor with five vote majority needed for ratification (the same ordinance had been ratified by Santa Barbara two years earlier). On December 1st 1890 City Council imposed a $25 per capita tax on all property owners within its limits to pay for new streetlights and other improvements necessary for cityhood including water system installation and Saunders Park which would become home to the US Marine Corps' Camp Pendleton after World War II
The first European expeditions to the area were led by Spanish explorers in the 16th century. The Mission of San Pablo, founded in 1795, was one of the most important missions in California. It was dedicated to Saint Patrick and served as a center for religious education for the local people. In 1821, California became part of Mexico after it was taken from Spain during the Mexican-American War. The mission was abandoned in 1835 and its land became part of Rancho Santa Cruz. In 1911, parts of Rancho Santa Cruz were donated to the United States government by Francisco Cámpora and other owners of that property. On July 6, 1912, President William Howard Taft signed Executive Order 11362 making San Pablo a town within Los Angeles County.
