In 1863, the United States acquired San Pablo from Mexico for $15,000. The land was given to John Bartlett who renamed it Bartlett Ranch after himself. In 1868, a post office was established at San Pablo and in 1870, the first school was opened in San Pablo. By 1876, there were six schools in San Pablo and by 1912 there were twenty-six schools in the town. In 1916, San Pablo became an incorporated city with a mayor and City Council. In 1951,San Pablo adopted its first fire ordinance which limited fires to buildings up to five stories high and fifty feet wide. In 1969,San Pablo annexed part of Unincorporated Alameda County which made it the second most populous city in Alameda County after Oakland
