On December 7th, 1849 Commodore John Rodgers of the US Navy's Pacific Squadron met with Mexican president Agustín de Santa Anna at Yuma River to sign a treaty that ended the Mexican-American War. After this event Commodore Rodgers decided to establish a naval station at San Diego and named it after him - USS San Diego (CGN-3). In 1850 Commodore Rodgers moved his headquarters to Monterey and then to Sacramento in 1861 when California became a state. From 1861 until 1865 there was little naval activity in California due to civil war activities within the state. In 1865 Commodore Rodgers retired and his successor Rear Admiral George Dewey established a permanent navy base at Mare Island which continued operations until 1898 when it was decommissioned and converted into an all-purpose arsenal.

Sanger experienced rapid growth until it became known as one of California's most poverty-ridden cities during the late 19th century. By 1913, however, it had become one of the state's leading industrial centers with businesses such as Alcoa, General Motors and Pacific Gas & Electric headquartered there.
