In 1821 portions of Rancho Rincon del Cucamonga (now parts of Thousand Oaks) were annexed into Santa Barbara; Rancho Monterey was given back to José Alvirez following a land dispute with him about 1800 Finally alcoholic drinks became legal sale in November 1905 when City Council voted 5-0 that "All intoxicating liquors be prohibited within this city." On July 14th 1907 Mayor Manuel Nieto issued Ordinance No. 427 setting forth regulations for liquor sales within municipality limits including set hours for liquor stores operations and complete list of products available for purchase from such stores In 1916 an ordinance was passed establishing gamecock sanctuary at what is now First St., between Fourth and Fifth Streets where birds were being hunted by local farmers during Prohibition days

Santa Barbara, California is a city located in the U.S. state of California. As of 2018, it has a population of 68,828 and is the third most populous city in Santa Barbara County after Santa Monica and Oxnard. The City of Santa Barbara was founded on January 14, 1853 by Spanish missionaries as part of Alta California under Mexican rule. It became an American town on December 12, 1885 when it was annexed by Los Angeles County. The history of Santa Barbara goes back to 1853 when Spanish missionaries founded the small mission town of La Jolla on Department Island in what is now downtown Santa Barbara. The Jesuits managed La Jolla and its surrounding area for over twenty years before they moved out in 1859 to establish Mission San Rafael Arcángel further south on Point Conception Peninsula. In 1862, following the Mexican-American War, General José Joaquín Balboa discovered oil near present-day Anza Borrego Desert and began exploration for petroleum in Californias Central Coast region. In 1863 Balboa organized a company called New Mexico Oil Company with his brother Francisco Pacheco as president and editor at its initial meeting in Monterey Bay (now known as Monterey). By 1865 Balboa had renamed his company Josebalbo Petroleum & Exploration Company after his older brother who had perished during the war while serving with Mexico's army under General Antonio López de Gutiérrez y Costilla east of Baja California Sur. The company first drilled wells at Rancho Paso Rey but quickly abandoned these operations because high costs associated with operating in such inhospitable territory led to their dissolution within two years; according to researcher Jane Goodall there were "no significant discoveries made until 1906."
