On October 15th 1915 the citizens voted by referendum to become an independent city with its own government separate from Ventura County authorities. When annexation into Ventura County failed to materialize as planned due largely to political opposition within both counties by powerful business interests within each county combined with local opposition led by Mayor Herberger,[2][3] on February 25th 1916 Mayor Herberger declared that Santa Monica would become an independent city all its own regardless of whether or not annexation could be achieved due Koschinsky's offer for $10 per acre which would have doubled the size limit for incorporation proposals set previous year had it been accepted.[4][5] After being rejected by both county officials[6][7][8] Koschinsky then proposed that Stonington Cove nears state line be annexed into Santa Monica so as not to count as part Of Ventura but this proposal also failed[9]. On July 1st 1916 voters passed Measure M-1 which authorized city operation without state sanction with all powers vested in mayor and City Council members exclusively.[10][11] The original City Charter granted exclusive rights tooroughfare (the present day 6th Street), water resources (state owned), police power (by sheriff), fire power (by captain) and zoning authority although these powers were gradually delegated over time such that currently only transportation authority remains vested in the City Council whereas all other powers are vested within the Mayor’s office subject only theretofor conferred upon him or her pursuant To Sections 5-a(e)-f)[12].
