The post office first opened in 1893; it later changed its name to Park Avenue and then Santa Paula City Hall before becoming independent as a separate municipality in 1903. In 1916, during World War I, Santa Paula played an important role in supplying munitions to California's various combatant armies. The first European settlement in what is now Santa Paula was made in 1821 by Capt. John C. Fremont and his party of soldiers after they discovered the fertile land lying between San Francisco Bay and the Peninsula. The area became part of Mexican territory until 1861, when it was given to the United States as a result of the Mexican-American War. Santa Paula's history begins with Mission Santa Paula, founded in 1795 by Father José de Jesús Burgos, who named it for Saint Paulinus, one of Jesus' apostles. The mission served as a religious center for many years before its closure in 1824 due to increasing evangelism among American Indians. A post office called Santa Paula was established in 1827, and remained in operation until 1960. The town began to grow rapidly during the late 1800s thanks to its large population of Native Americans and their ranching operations; however, development halted during World War II because of scarce munitions resources. After the war, increased population growth resumed as various businesses moved into the town from outlying villages; however, economic difficulties have plagued Santa Paula ever since. The first shopping center opened in Santa Paula on Main Street in 1961; however, it closed down within a few years due to low mall attendance levels and heavy competition from nearby cities such as Ventura County's Oxnard Mall and Fresno's Eastside Mall. In 1994, developers purchased the abandoned Main Street plaza adjacent to downtown and reconstructed it into a mixed-use development that included an outdoor movie theater, restaurants, stores and offices totaling over 1 million square feet (910 acres). However, despite initial success with this project - which drew more than 20 million visitors annually - business has slowly declined since then due to competition from larger malls closer to urban areas.
