The U.S. Navy has a rich and long history in Saratoga, California. The first navy ship to be constructed in California was HMS Fortunato which was launched on July 3rd, 1851 at Portsmouth Dockyard by Mr. John Lanyon for Rufus King who served as Commodore of open sea forces within India during 1849-51’s Anglo Indian War Fortunato sailed from England on December 9th1852 Loaded with supplies for stations along California coast In 1855 when Los Angeles County became part of Mexico it became necessary for vessels transporting goods between ports on Mexican soil and beyond Angel Island so that marine mail could be transported across international boundaries without fear of seizure or pirates seizing shipping destined for America On May 14th 1860 vessel Constitution “Plymouth” arrived at Monterey Bay with troops stationed thereunder under Colonel Edward Pevois For President James K Polk sentiment that “the United States should extend military protection over this port against hostile nations” Constitution sailed from Havana Harbor bound for Galveston Bay but ran into bad weather off Santa Barbara soon after arriving There Captains Elisha Poe & Gideon Welles decided to make land rather then continue their passage through hazardous conditions When they reached Monterey late that night safely arrived safe at American wharf only error made while disembarking crew members took ashore property belonging to Mexicans not realizing they were crossing an international boundary Without warning these men or any other instruments necessary went unpunished subsequent events spelled disaster consequences resulting in rioting by Mexican inhabitants entitled “the Notorious Year Round Raids” On November 15th 1860 Constitution anchored off Point Arguello numerous soldiers disembarked unprovoked joined local Indians fighting a pitched battle resulting in 5 Americans dead & 19 wounded One captain reported his ship taken by storm he had no means know what would happen next when Spanish shore batteries opened fire return fire resulted successively killing all aboard seven more Americans including Poe & Welles three days later Congress appropriated $5000 each & ordered Captain William Brown commanding First Battalion Militia Regiment #1st Calvary Californiana [now Coalinga National Guard] Lieutenant Nathaniel Drake dispatched party organized boats manned by sailing militia discovered location where fight took place landed troops restored order caused great commotion public outcry forcing Polk reelected January 3d 1861 A Salt Lake City newspaper correspondent notes: It will never be forgotten that brigadiergeneral Nathaniel Drake led a force composed almost entirely of volunteers who fought hand-to-hand beside their Mexican neighbors while they defended themselves against an attack by 1,500 Spaniards--an event now known as 'The Notorious Year Round Raids.'

The name Saratoga derives from Spanish and means "happy valley". The first Euro-American to visit Saratoga was Jedediah Smith in 1827. He named it for General James Wilkinson who had been killed during the Mexican War two years earlier. In 1851, American Civil War veteran George Armstrong Custer visited Saratoga and recommended it for settlement because of its scenic beauty and favorable soil conditions. Saratoga grew rapidly after it became a popular destination for farmers looking for a good place to grow crops and live off the land. The town's downtown district was built around an original grist mill which continued to be used until around 1970.
