Signal Hill is a small town located in the San Joaquin Valley of California. The community was founded by pioneers in 1871, when they erected a post office and store on the site of what is now known as Signal Hill Park. The early residents were farmers who grew grapes, apples, and other crops. In 1904, Signal Hill became known as the most important agricultural center in Northern California because of its production of raisins, flourishes-bagsasse (a type of dried fruit), and wheat. In 1909, Signal Hill was added to the United States Census as part of Fresno County. In 1930, it had an population of 548 residents; by 1940 it had grown to 1,041 residents. During World War II, Signal Hill produced munitions for the war effort; after the war it declined again until its population reached 705 residents in 1970. Today, Signal Hill remains an agricultural center with a strong local economy that relies on agriculture and industry.

The Signal Hill area around present-day downtown San Francisco was first populated in the late 18th century. The hills that make up Signal Hill were named for a number of early San Francisco pioneers, including Captain John Brougham and General George C. Meeker. In 1851, the California Legislature designated Signal Hill as part of the newly created city of San Francisco. At that time, Signal Hill consisted of only two or three blocks of land north of Market Street between Kearny and Polk Streets. By 1860, however, the entire hill had been annexed by the new city, making it one of its most important areas. In 1888, American Pacific Railroad extended its line from OaklandtoSan Francisco via Signal Hill. This made it possible for people living in Oakland to commute to work in downtown San Francisco without having to leave their homes. It also made it possible for people living in Chinatown and other neighborhoods near downtown to have access to goods and services available only within a few miles of their homes. During World War II, Signal Hill was home to many military installations used by both United States and Japanese forces during the war effort. These include Fort Point at Portsmouth Square on Portsmouth Square Road (now part of Civic Center), Camp Blanding on Jarvis Street next door to Golden Gate Park (now part of Mission District), and Mount Shasta Force Base on nearby Mountain View Boulevard (now just east off I-280).
