On November 15th 1930 local voters passed Measure C-1 which provided for annexation by neighboring communities Ocean Springs or Miramar if approved by voters within three months from then; however no annexation occurred as plans were never made to incorporate those communities into Solana Beach proper due to opposition from mayor Harry Sanger and other city officials (at that time only elected officials). On December 1st 1930 Mayor Sanger sent out invitations for citizens living within five miles (8 km)of downtown to come vote on whether or not they would like their municipality annexe neighbouring communities including Ocean Springs or Miramar; however noneievedly no annexations occurred as votes were cast against incorporation into SolANA BEACH proper because city leaders felt that it would give away too much land - primarily Commercial and residential properties - without any benefits being given back to them in return Today there are over 12K residents living within 5 miles (8 km)of downtown!
