The National Guard was first organized in 1919. The California National Guard is the oldest continuously functioning military reserve force in the United States. The unit has a rich history and tradition dating back to World War I. On July 4th, 1919, President Warren G Harding signed into law the National Defense Act of 1918 which created the California National Guard as an arm of state government. The act also authorized 100 men from each county in California to be mobilized for three months for service with the federal army in Europe during World War I. In 1924, under Governor Hiram Johnson, the legislature passed a bill authorizing one million dollars for national guard training and equipment acquisition statewide. This money would later be used to purchase tanks and other artillery pieces for use by state units within the federal military reserve system. In 1933, Governor George Norris increased funding for the national guard by $5 million which would provide them with new airplanes and tanks along with additional training facilities such as a airfield at Saugus Naval Station on Solana Beach Boulevard. During World War II, Californians were activated in response to both European (1939-1945) and Pacific (1941-1945) theaters of war. In 1940, there were 1,500 men called up from Solana Beach; however this number only grew slowly over time due to population growth throughout Orange County as well as local exemptions from mobilization laws that prevailed at that time. On September 20th 1942 Governor Earl Warren issued emergency order No. 5604 calling all citizens of Orange County who had not registered with Selective Service or been drafted into active duty since December 8th 1941 “to report to your place of employment at once” Failure to do so would result in arrest and imprisonment without benefit of bail or trial. As a result many people living close enough to their jobs were required either to leave their homes or go into hiding when orders came through loudspeakerswearing "National Guard" insignia began flowing like waterfalls down streetsides across Southern California... In the early 1800s, a group of Spanish settlers came to the area that is now Solana Beach. They named their new settlement Santa Ana de la Laguna after their patron saint, Saint Anne. In 1818, during the Mexican-American War, General Antonio López de Santa Anna attacked and burned down the Pueblo del Viejo (Old Pueblo) in what is now downtown Solana Beach. The town was founded on December 4th of that year by Captain Francisco Manuel Miranda and his men. The first post office was established in 1820. In 1825, a school was built for girls called La Casa Blanca (The White House). Solana Beach became an incorporated city on February 15th of 1906. It quickly became one of the most popular tourist destinations in California due to its beautiful beaches and good food options. The city has seen many changes over the years including becoming a center for aerospace manufacturing as well as becoming increasingly diverse with increasing numbers of Latino residents and immigrants. Today, Solana Beach remains an interesting mixture of Spanish culture and American culture with a strong emphasis on environmentalism and sustainability.
