The history of South El Monte dates back to 1847 when land that would later become South El Monte was acquired by Captain John Sutter from Spanish Conquistadors. The first permanent residents were Dutch immigrants who founded what became known as Winchester Heights in 1851. In 1870, the Mexican War resulted in the displacement of many settlers and a large number of Mexicans arrived in Southern California looking for refuge. They founded Mission San Gabriel Arcángel on April 17th,1870 which served as a center for Mexican American political activism and social services until it closed its doors in 1928 due to funding cuts by President Coolidge. In 1897, Josephine Baker married an American white man named Clarence Darrow and moved to South El Monte with him. She began working at her first job as an cashier at Pico Union High School; she would later become one of America's most famous public figures after becoming a leading advocate for civil rights movements such as integration and women's suffrage. Three years later she married again, this time to lawyer Earl Warren Jr., which made her one of America's most powerful women lawyers. In 1951 she became the first African-American woman elected to statewide office when she was elected Mayor of Los Angeles County (she would serve two terms). After serving two terms as mayor there she ran unsuccessfully for an open seat on the United States Supreme Court but remained influential within American politics throughout her career including being considered both a mentor and adversary to then-President George W Bush during his time on the court. South El Monte, California was founded in 1875 by John Sutter and his partner, James W. Watt. The city is located in the San Gabriel Valley of Los Angeles County on the border of Orange County. As of the 2010 census, South El Monte had a population of 117,372. Prior to Mexican American settlement in Southern California in 1871-1872, the region was part of Rancho Santa Anita de las Pulgas (now Jurupa Hills), which was owned by José Gomez and Stretch Pettit. In 1875, Sutter and Watt bought 1/4 mile (0.6 km) of land from Gomez for $2 per acre ($8 per hectare). In 1888, they sold 5 acres (20 m²) for $10 per acre ($240 per hectare). In 1896, they sold 10 acres (40 m²) for $15 per acre ($480 per hectare). They also developed what is now downtown South El Monte as a village with a post office and schoolhouse. A small water well dating back to 1892 was discovered while excavating new foundations near town square; this well became known as “The Well” because it supplied drinking water to residents until it was replaced by an electric plant in 1913. The first telephone service arrived in South El Monte on October 16, 1912; it consisted of two wire systems using leased poles from Western Electric Company. In 1915-1920s there were several efforts to build a dam across the Santa Ana River at present day Anaheim Hills but these all failed due to strong protests from local farmers and homeowners who feared that this would seals off their farmland and make them unable to farm or sell products such as eggs or milk product without access to irrigation water. Landowners also objected because they felt that any dam would eventually become accessible through development rights granted under Proposition 8 which legalized same-sex marriage nationwide on November 4th, 2008 On February 24th 1937 President Franklin D Roosevelt signed into law Public Law 89–618 which provided statehood for southern California within the United States following years of agitation led by Congressman Jesse Lasky Jr.. On December 4th 1938 Governor Ralph J Shriver proclaimed South El Monte City Limits effective pursuant to Public Law 88–527 South El Monte experienced rapid growth following its incorporation into municipalities Act No 2199 passed by LASD on January 11th 1951 granting voting rights to citizens over 21 years old regardless if domiciled elsewhere within Los Angeles County or not It took until 1970 when annexation into North Hollywood resulted in increased infrastructure needs including Camp Fire Park Freeway interchange being built next door After more than 50 years since incorporationSouthElMonte has seen continued growth with annexations from Agoura Hills (1995), Monrovia (2001), Glendale Heights (2003), Garden Grove(2005), Costa Mesa(2007) and Fullerton(2011). Today SouthElMonte is one of most diverse cities in Los Angeles County with an estimated 80% immigrant population making up both native born residents and refugees
