This area now includes much of eastern and central Los Angeles county as well as much of Riverside County including South El Monte. In 1951, following enactment of Proposition 187 which limited affirmative action by public agencies for citizens who were not U.S.-born or naturalized citizens, many Latinos moved into South El Monte from other areas in Southern California because they could no longer get jobs or housing there due to restrictive zoning ordinances dating back to the early days when Mexicans were forbidden from owning property east of La Brea Avenue (now Hollywood Boulevard). Many businesses closed down as a result, contributing to a significant decrease in tax revenue for City Hall during that era. However, over time some revitalization efforts have occurred such as new development around Vista del Lago Park and redevelopment along Loretto Road eastward into portions now occupied by Northridge Mall which opened its doors on October 15th 2006

In 1924, the City of South El Monte merged with the neighboring town of Crescenta Valley to form a new city government.South ElMonte became one of California's 25 cities on January 1, 1969.
