In 1972, voter approval gave rise to Measure B which called for passage of a measure annexing Unincorporated Areas within city limits into City government pursuant to then-current zoning laws and regulations governing such annexed areas which were established prior to Measure B’s passage; furthermore those annexed areas were typically rural or unincorporated portions of Contra Costa County having no municipal services or governance arrangements with either City government or any other public entity notwithstanding their status under annexation ordinance/regulation notwithstanding their continued rural character notwithstanding their lack of serviceability as opposed to being essential community infrastructure necessary for public purpose within City boundaries... [T]he annexed areas were generally contiguous withCity residents who resided within said boundaries prior thereto................................. [I]n effect Measure B granted exclusive jurisdiction over all matters pertaining to local police services including but not limited tostreet patrolman patrols Additional jurisdiction over firefighting operations also vested in City government related thereto
