Stockton, California is home to one of the largest police departments in the United States. The Department of Public Safety was formed on July 1, 1847 and has jurisdiction over a territory that includes parts of Stanislaus County, Contra Costa County, San Joaquin County and Kern Counties. On December 4, 1849, Captain Armstrong was appointed Deputy Sheriff for Stanislaus County by Governor John Brougham. On January 8th 1850 Captain Armstrong was given authority to patrol all sections of the City limits and make arrests without warrant at any time during the day or night. In 1860 Lieutenant Colonel Edwin Sibley served as captain until his retirement on October 30th. In 1861 Major General James Jumper replaced Major General Sibley as captain and continued service until 1865 when he resigned because he had married into an influential family. From 1865-1867 Lieutenant Colonel Samuel Witherspoon commanded the department while Colonel John Cushing operated it from Fort Bancroft Presidio which is now part of downtown Stockton On November 14th 1902 Mayor William Denny presented Mayor Richardson with a gift certificate for $500 (equal to $ in 2017) which would be used towards purchasing equipment for the Police Department's newly created Traffic Division Mayor Richardson also presented Sergeant Edward Ahern with a gift certificate for $100 (equal to $ in 2017) which would be used towards purchase of uniforms and other equipment for the Traffic Division On February 2nd 1903 Mayor Richardson presented Constable Augustus Browning with a gift certificate for $200 (equivalent to $ in 2017) which would be used towards purchase of weapons including an automatic weapon On March 5th 1903 Constable Browning received a new carpenter's tool wagon which became known as "The Beast" due to its large size

On October 1st 1821 Mission San Fernando Rey was built by José Joaquin Moraga and future Governor Manuel Miranda with assistance from Captain Gabriel García Márquez y Castro and Father Miguel Escobar. The mission served as an important stopover for travelers along the Santa Fe Trail before it connected Mexico City with Monterey Bay. In 1838 Antonio López y Ortega established almacén de Obregón here near what is now downtown Stockton to serve as a Safe House for Mexican Convict Refuges during their journey westward across America via California into Utah. On February 14th 1847 Stanislaus Coit (born December 3rd 1800) arrived at Sutter's Mill after spending several months sailing downriver from Fillmore on an arduous 9-day trip inside an ice pack aboard " navigation boat Icelus" which had been left behind by Captn John Cushing when he discovered gold near Sutters Mill six weeks earlier on January 25th . He personally surveyed the land around present day Stockton about mile square where he purchased 6 square miles for $2 per acre from Francisco Pacheco including rights to all water courses within certain limits then used those waters forever more for irrigation purposes until appropriated by local farmers through deed of gift in 1911 . After purchasing Rancho Rincon del Norte south of town from Jose Maria Clarida he platted it out into assessments totaling over 369 acres which would later become part of downtown Stockton . In 1848 Gold Rush fever broke out throughout Northern California due to large numbers of prospectors working in San Francisco but no gold was found so instead men began traveling further inland whence they brought back tales of fabulous riches buried beneath layers of earth thousands of feet deep just waiting to be unearthed. By late November 1850 there were enough people living in San Francisco that boolean bars were put up around Commercial Street warning passengers not enter without a license which led someto nickname them "Fool's Gold", however most merchants continued trading despite this notice because they knew customers would find another way into town once they got ashore On July 29th 1850 real estate developer James Wickersham opened his new store at what is now Fourth and Townsend Streets called The Wickersham Store & Post office which became one of America’s largest mercantile operations until surpassed only two years later by John D’Anese’s Merchants National Bank who moved their business down Market Street across Polk Alley between Second and Third Streets On September 8th 1850 United States Marine Barracks were built at Point Reyes Station north of town adjacent to today's Donner Lake following troops being stationed there during World War II With population growth steady or increasing throughout much of the 19th century rural residents began moving into areas such as east Stockton (then known as East Side), North Stockton (then known as Northwest Side), South Stockton (now known as Southwest Side), laying claim to various parcels within what are now northwest suburban neighborhoods including portions now occupied by Fremont, Hayward, Union City, Livermore, Woodland Hills
