The Coast Guard Reserve was first organized on December 15, 1892 in response to the Spanish-American War. The original Coast Guard had been formed from parts of the old San Francisco Municipal Police and military units. On May 9, 1912, the Coast Guard Auxiliary was created with a mission to provide law enforcement and security for coastal communities. On July 1, 1916, the Coast Guard Reserve Act was passed as an emergency measure in order to provide more personnel for the active duty Coast Guard. The following year saw a growth in service when World War I began. In 1923, new regulations were put into place that limited coast guard activity to port areas only. These regulations were repealed in 1933 after passage of the National Security Act. A major change occurred during World War II when coast guard officers were given jurisdiction over all fishing waters within 100 miles of shoreline. This gave rise to concerns about possible recreation and environmental damage caused by military vessels operating near shorelines. In 1946, the Department of Defense assumed responsibility for both civilian and military coast guard activities on American soil which included providing transport services between ports and conducting search and rescue operations during hurricanes or other natural disasters. In 1969, Captain John Vail became Commandant of the Coast Guard Reserve while concurrently serving as Superintendent of Schools for Alameda County (the county seat). Captain Vail’s leadership at this time helped develop a program that provides training for local police officers who may be called upon to help enforce laws related to maritime traffic or protect merchant shipping against piracy or other threats along California’s coastline. The program is known as “Captain John Vail Academy” today and has since become an important part of community policing throughout Southern California Since its inception, America's First responder has done more than just keep our coasts safe: they've also entertained us with their many festival performances (like Pee Wee Herman), performed at conventions (e like Mardi Gras), been featured on Broadway (including Guys And Dolls) and even won some trophies like being "America's Most Dressed" multiple times! Sunnyvale is a city in Silicon Valley, California. The city was founded on April 1, 1976, by the merger of two adjacent towns, Sunnyvale Village and Sunnyvale Highlands. As of the 2010 United States Census it had a population of 113,512. It is the most populous city in San Francisco County and the seventh-most populous city in California. With an estimated GDP per capita of $67,824 as of 2016,[1] it is also one of the most prosperous cities in America. The name "Sunnyvale" comes from two sources: one source said that Sunnyvale's name came from early settlers who saw “a bright sun shining down upon them while they were working on their farmstead”;[2] another source said that Sunnyvale was named for John Muir who once visited and called it “the best place to live because there are no mountains around”. The first recorded settlement in what is now Sunnyvale was made up of a few families who started farming land near where present day Palo Alto is located. They were soon followed by other pioneers who set up homes along El Camino Real (now Interstate 680). In 1887 when San Jose became a City Limits town with its own government, Depot Road ran through what is now downtown part of town between Masonic Temple and First & Mission Streets; this road led to many businesses such as hotels which developed due to trade with Santa Clara County for goods transported overland from elsewhere.[3][4] Today much of this business district can be found at One Shields Place across First Street from Market Square Mall In 1916 several residents decided to build a small community called Campbell which would straddle rifle range Road between El Sobrante and Menlo Park which at that time was undeveloped area full of oak trees. When ammunition rationing began during World War II all stores close so residents built their own stores out back using woodchips taken off cars going into or leaving workites In 1945 when Camp David opened east side developments began but these didn't take hold until after Armistice Day when people got wind that Army might need housing so they donated their apartments
