From its earliest days as a small town in the heart of California’s wine country, Torrance has been a cultural and social center for the region. Today, Torrance is a thriving community with an active nightlife and diverse cultural attractions. The area around Torrance was first settled by Native Americans in the early 1800s. The ranching industry began to grow in the late 19th century, and Torrance became known for its wines. In 1916, General Douglas MacArthur called on then-Governor John Maynard Hutchins to establish a military base at Camp Pendleton to fight World War I. Hutchins chose to place the base in what is now Torrance because it offered quick access to winegrowing areas and would be close to his own home state of California. In 1927, Mayor Harry Wolk founded theTorrance Chamber of Commerce and Development. The chamber helped develop new neighborhoods along State Route 99 (now US 101) in east Torrance while also promoting culture and tourism in the town. In 1984, Mayor Art Torres created a city park district that includes parts of east Torrance and west Orange County. The park district has since become one of OC’s largest preserves and offers nature trails, open spaces, restaurants, stores, schools, and more than 100 public events each year. Today's cityscape began developing rapidly during the 1990s when state legislators decided that OC should have its own government rather than being part of County government like most other counties in California. As part of this changeover there were several projects implemented which included resurfacing streets throughout town; building two new libraries; adding new parks/sports fields; updating street signs; painting allPublic buildings white; paving sidewalks throughout town generally including some Garden Streets which are usually quiet streets but turn into lively paths during summertime.; creating an alleyway between First Street & Harbor Boulevard which served as downtown business district until recently when development increased along First Street so that it can now house both businesses adjacent to Harbor Boulevard as well as expanded residential development on either side.–The success of these projects led directly to development along Harbor Boulevard where many high-end shops such as Saks Fifth Avenue have opened up over recent years……………………………..

In 2000, Mayor Bob Filner announced his candidacy for California's governor which led to a surge in activism against economic stagnation and high crime rates.
