Torrance is located on the eastern edge of Los Angeles County and is bordered by Orange County to the north and east, San Bernardino County to the south-west, and Riverside County to the west. Today, Torrance is an agglomeration of neighborhoods with various concentrations of retail stores, restaurants, bars/nightclubs, and theaters. The city's downtown area contains several blocks of Victorian architecture dating back to 1887. It was designated a National Historic Landmark in 1971. The early history of Torrance can be traced back to 1847 when Mexican settlers arrived in what is now Torrance from central California looking for land to farm or mine. By 1860 there were over 20 families living in what is now downtown Torrance. A year later Captain John Latham purchased 640 acres (250 hectares) just east of present-day Broadway Street from José Antonio Reyes for $2 per acre (0.8 hectare). Latham named his new land Rancho Cahuenga after one of his connections with Mexico – Cahuenga had helped lead a group of Mexicans who crossed into America via Sonoma Valley during the Mexican Revolution in 1916. In 1865 Latham sold his original parcel including Rancho Cahuenga to Peter Jett for $14 per acre (5 hectare). Jett renamed it Park Avenue after himself and established a mill at present-day Town Square which he built near where Market Street meets Seventh Avenue today. The first buildings in what is now downtownTorrance were two log cabins erected by Jett on October 4th 1863 as part of his efforts to settleesteads around Park Avenue on what are now North Hill Drive and South Hill Drive adjacent to current day State Route 1011A (now US 1011A) East side lot 3; Lots 2 & 4: James Smeaton erected house No 1 March 12th 1865; lots 5 & 6: George Pohlmann erected house No 2 October 7th 1865; lot 7: Andrew Gregg erected house No 3 October 15th 1865; lots 8 & 9: Jacob Hagedorn erected house No 4 December 10th 1865 These structures served as social clubs for local farmers until they were replaced by brick or stone buildings around 1880 when streets began being laid out through town center following annexation by Los Angeles City beginning in 1881 . On November 14th 1887 City Council voted approval for donation from Mrs Fenton Beattie KNappen for building LOT #4 within boundaries proposed by Mayor Wigglesworth Duelling about 400 feet long EAST OF THE BUSINESS CENTER ON PARK AVENUE BETWEEN NORTH HILL DRIVE AND SOUTH HILL DRIVE . The first Europeans to visit Torrance were the Spanish in 1769. The area was purchased by the United States in 1821 and became part of California. Torrance was founded on December 12, 1849 by father and son John and James Irvine. The town was named after Sir George Irvine, 4th Baronet who donated land for its development. In 1907, the city received a charter from the state of California which made it an incorporated city with a Mayor-Council system. The City Council is composed of six members elected at-large on partisan basis with two seats coming up for election each year as part of the November general election cycle. In 1959, Mayor Arturo Cuello announced that he would not seek re-election due to health reasons and handed off the mayoral reins to his Vice President Ricardo Sanchez who served until 1983 when he also passed away. On September 15, 1984 Mayor Sanchez’s widow Patricia took over as Mayor effective October 1st following his death at the age of 79 years old.
