Torrance, California is one of the most ethnically and racially diverse cities in the United States. The city was founded by Japanese Americans in 1907 as an agricultural center. The Torrance City Council began considering annexation by Pasadena in 1916, but turned down the offer because it would have resulted in a loss of tax revenue.
