The Tracy Coast Guard Marine Station was founded on November 4, 1959 by order of then-Governor Thomas K. Brown. The station is located on the Northshore at Stockton and serves the City of Tracy and its surrounding areas. The station’s mission is to provide law enforcement, firefighting, maritime security and other essential services to the citizens of Tracy and its environs. Since its inception, the coast guard marine station has received numerous donations from individuals and businesses in Tracy and throughout California. Tracy, California is an unincorporated community in Kern County, California. It lies on the eastern edge of the San Joaquin Valley and is east of Stockton. The community had a population of 1,521 as of 2000. Tracy was incorporated in 1914.
The Coast Guard has been providing emergency services since 1790. The first coast guard station was built at Newport, Rhode Island in 1636. The Coast Guard had a headquarters in New York City from 1892 until 1928. After World War II, the Coast Guard expanded its service to include search and rescue, coastal security, and other missions. In 1978, the Coast Guard adopted a uniformed personnel system which allows for more efficient communication between different divisions of the service. The National Oceanic and Atmospheric Administration (NOAA) is an independent agency of the United States Congress that provides data on climate change and other global issues. NOAA has offered grants to universities to develop weather monitoring technologies. In 2013, NOAA announced that it would create an oceanographic observatory in Maryland to monitor changes in the Earth's atmosphere. In response to this proposal, Senator Barbara Mikulski asked then-Director of NOAA Ray LaHood whether NOAA would provide financial support for the project. LaHood said he wanted to see if there was anything available from NOAA's budget that could be used for this project but no such money was found within NOAA's appropriations bill at the time. On July 21, 2014, President Obama signed into law H.R.(1) which appropriated $500 million for four new National Science Foundation centers: $240 million will go towards developing new research programs; $180 million will be dedicated towards teaching innovation; $60 million will be allocated towards advancing technology transfer; and $30 million will be set aside for cooperative research projects with industry partners). These funds are being used as part of a larger effort by NASA Headquarters called "New Frontiers" which focuses on increasing science education opportunities across all levels including high school students as well as college students who want to become scientists or engineers after completing their undergraduate degrees program(s). This goal is achieved through partnerships with community colleges throughout America along with industry partners who provide access to their products/services for scientific research purposes only(e.g., commercial companies cannot provide funding directly to academic institutions).
