Tulare, California is a small city in the foothills of the San Joaquin Valley in Southern California. The population was 16,813 at the 2010 census. It is located about an hour's drive from Fresno and 30 minutes from Stockton. Tulare County was created on November 3, 1853 from portions of Kern and Madera Counties. The first Europeans to visit this area were the Spanish conquistadors who named it "Las Conchas" (the conch shells). A mission was founded here by Franciscans in 1798, but it burned down in 1821. After that, sporadic visits by missionaries followed until 1836 when Rancho Los Nietos was granted to José de Baca y Costilla. The town began to grow rapidly due to its location and access to water resources which became increasingly valuable as gold started being discovered nearby in 1850. In 1865, following the American Civil War, Californios moved into Tulare County and soon there were large waves of Italian Americans arriving who formed their own social organizations and businesses. In 1922, John C. Fremont established what is now known as KQED-TV here as part of his efforts to promote democracy through radio broadcasting while also promoting frontier culture through occasional programs like "Raiders of the Lost Ark." The station continued operations until 1942 when it migrated overland from Sacramento to Tulare after receiving a permit from the Federal Communications Commission (FCC). The townsite was located on the banks of the Tuolumne River in what is now Madera County. Tulare became a post office in 1854 and a county seat in 1856. The first courthouse was built in 1857, but it burned down in 1865. In 1898, Tulare incorporated as a city under the name of "Tulare". It has since grown to become one of the most populous cities in California with over 100,000 residents.
