Turlock, California is a town in Fresno County, California, United States. The population was 21,731 at the 2010 census. It is the second most populous city in Fresno County after Fresno. Turlock was founded by George Turlock on March 10, 1872 as a small post office called "Tularosa". In 1895, it became the first incorporated town in Californias Central Valley region and remained so until 1959. After years of decline due to various factors including white flight and economic stagnation, the town experienced an upswing starting in the late 1990s through its involvement in public-private partnerships that focused on arts and culture; this has included stints as home to both The Turlock Arts District and The Turlock Center for the Arts. In 2002-2004, while struggling with budget shortfalls caused by then-President George W. Bush's American Recovery and Reinvestment Act (ARRA), Mayor Kenzie Meeks instituted what became known as "Community First" policies which aimed to increase community engagement within government affairs; these included creating a new downtown development called Gateway Plaza; increasing funding for parks and libraries; quadrupling funding for streetlights; initiating a program to provide free water bottles to low income residents during snow emergencies; awarding grants totaling $2 million to 25 local organizations over eight years for projects such as job training or energy retrofitting; and increasing spending on marketing initiatives like an event called 'Turlock Goes Green'. These programs were successful enough that Meeks was re-elected mayor in 2014 withoutlargely using his Community First platform. The townships of Easton (northwest of town) and Lincoln (southwest of town) were annexed into Town of Turlock on April 1, 1916 when it merged with other central valley townships including Easton via referendum vote under then-Governor Hiram Johnson Jr.. Turlock, California is located in the Central Valley of California. The town was founded in 1853 by George Turlock and his brother Jacob. It became a city in 1872. The town is named after John C. Fremont, who fought at the Battle of Stockton on October 5,1847. In 1912, the city joined with other cities in what is now Kern County to form the San Joaquin Valley Authority. The city retains its original name and boundaries although it has lost some land to neighboring towns since then. Today, the City of Turlock is a census-designated place (CDP) that covers an area of 8 square miles (20 km²). At one time it had a population of over 100 residents but today there are only around 15 people living there full time.
Turlock was founded in 1853 by J.C. Turlock and his wife, Mina. The town was named after General John C. Fremont, who had helped to found the Californias in 1848. The first store in town was built on the corner of Elm and H Street in 1854. In 1865, a post office was established at Turlock and the name of the town changed to honor Major-General John C Dunlap, commander of United States forces during the Mexican-American War. A school was established in 1798 and an Episcopal church in 1801. A courthouse was built between 1861 and 1863 and seat of justice from 1865 until 1886 when it burned down. In 1902, a telephone system connecting Los Angeles with San Francisco became available through Turlock residents; this made turlock one of the first towns to have its own telephone service
