Vacaville, California is a city in Contra Costa County, California, United States. The population was 33,695 at the 2010 census. It is the 8th most populous city in Contra Costa County and the 2nd most populous city on the West Coast of North America after San Francisco. The Vacaville area was first settled by Native Americans in 1839. A post office called Vacaville was established in 1842, and remained in operation until 1959. In 1849, General John Baringer named one of his ranchos Rancho Rincon de la Vaca after José Joaquín Abascal y Costilla who had been Commodore of Peru's navy during that country's War of Independence. In 1861, with intervention by American general George Armstrong Custer and Ulysses S Grant's proclamation naming California "the new Republic of California" many towns throughout Northern California followed suit and adopted similar names: Alameda (Albany), Elk Grove (Elk Grove Village), Fremont (Fremont Heights), Hayward (Hayward Avenue), Hercules (Hercules Boulevard/Highway 9W) Livermore (Livermore Valley Road), Newark (Newark Avenue/Newark Street) Petaluma (Petaluma Peninsula Road). But it wasn't until 1915 when Vacaville became a City when its incorporation from unincorporated portions of Contra Costa County as a result of Proposition 13 passed by voters following World War I increased its population to 30,000 people. However only 5% lived within walking distance of City Hall which led to Planning Director Roy Jinks designating Vacaville Park as an urban renewal district to provide more convenient access for residents while preserving much minority-owned land within the boundaries proposed for development elsewhere in town center blocks east and west on Highway 101A between Highway 238 and Interstate 580. With over two million square feet developed since then – more than any other city or county center on the West Coast – Vacaville has become known not just for its beautiful scenery but also for its tight-knit community atmosphere characterized by informal gatherings around fires every night before going to bed or playing games outside on weekdays during summer months; widespread use of cell phone service; high levels of civic engagement including participation in community meetings; growth in arts and cultural events; recent success with revamping downtown into a vibrant mixed-use district anchored by a large shopping mall; prominent role played by volunteer fire departments throughout the Community; unique architecture including several tallest buildings in Contra Costa County
