Visalia, California is a city in the Central Valley of California, United States located on the banks of the Sacramento River. The population was 77,605 at the 2010 census. Visalia is home to historically significant agricultural and ranching communities including Bakersfield and Tulare. The city also has a large manufacturing sector with operations in textiles, plastics, engineering, aluminum processing and other industries. The first Europeans to visit what is now Visalia were Mexicans who journeyed up the Sacramento River from San Diego on July 24, 1821. They named their new settlement after Father José de Escalante y Costilla, one of Jesus Christ's apostles and captain of an expedition that explored parts of present-day California in 1819-20. In 1848, when gold was discovered near San Francisco Bay Area by miners working for Captain Jesse James Hance in what became known as the Gold Rush, some people started moving into Visalia from various parts of Northern California to find this valuable ores. In 1851–52 William Tappan built his first mill on Rancho Rinconada (now part of East Visalia). This mill processed flour from local corn while also producing cheese and rope. In 1862 John Sutter founded Sutter's Mill Company which became one of America's leading lumber companies with holdings in many different states before being bought by JTC&L Railway in 1970. Today there are several businesses based here such as JTS Companies (a retailer), ABC Supply Co., Allstate Insurance Inc., Western Nursery & Garden Center and First American Bankruptcy Court Services among others. Until around 1900 only black Americans lived officially within Visalia limits; however most whites did not have any trouble interacting with them because they knew very few African Americans lived there then or since. However starting around 1910/1920 things began to change rapidly for African Americans living within VISALIA boundaries due to numerous factors such as integration into white society through education and work opportunities; furthermore more housing developments started popping up specifically around Lynwood Avenue east of downtown where many African American families resided starting at this time period seeking better options than just living amongst poor whites racially speaking who often exhibited discriminatory behaviors towards these community members primarily through physical violence or even denial thereof known collectively as "Harassment". Through various court cases brought about by activists like Reverend Drayton Epps during the late 1800s visalia blacks eventually lost control over most aspects their life outside their homes within VISALIA borders until recently when concerted efforts have been made by both government officials including Mayor Pro Tem Darrell Steinberg whose term ends next year as well as City Councilmember Tom Hare whose term begins next year - together we hope to slowly but surely reverse these negative trends
