The VNS's mission was to provide a forward-deployed air station for I Marine Expeditionary Force operations in Central America and the Caribbean Sea. The base also housed HMCS Regina, an amphibious assault ship which served as a support vessel for amphibious warfare exercises off the coast of California. In 1961, the VNS moved its headquarters from its original location on East Drive to what is now known as Terminal 3A on Terminal Road adjacent to runway 11L/29R at Naval Air Station El Toro. A new hangar and associated facilities were built at Terminal 3A which functioned as both a permanent squadron headquarters and temporary squadron storage facility during deployments. The NHHC was created in 1978 as a result of the National Defense Authorization Act (NDAA), which mandated that the navy establish an organization to preserve and manage naval historical artifacts. Since its creation, NHHC has developed a number of strategies to protect and maintain naval historical artifacts. These strategies have included developing guidelines for artifact protection, increasing funding for physical security and research, publishing resources on naval history, creating archives and libraries within the navy, working with museums around the world, and partnering with other government agencies. One of NHHC's most successful strategies has been the development of Guidelines for Artifact Protection which were published in 2009. These guidelines are designed to help owner organizations comply with federal laws governing maritime property rights and maritime use by NAVY employees. Visalia, California was founded on January 24, 1848 by Humboldt County settlers as the town of Visalia. The name Visalia is derived from a Spanish word meaning “Valley of the Giants” and it was first used in 1860 when the post office was established in the town. The town grew rapidly during its early years and by 1875 there were over 100 residents. In 1876, Visalia became part of Alameda County and began to expand eastward into what is now Contra Costa County. A large cotton mill located in downtown Visalia soon became known as one of the most important mills in California. By 1907, Visalia had a population of over 1,000 and boasted a School District that included nine elementary schools, three high schools, two academies for girls, one for boys and one for special needs students. In 1916, VISALIA City Council passed an ordinance establishing a city government with powers not shared by either Alameda or Contra Costa Counties. VISALIA City Council continued to operate until it disbanded in 1951 when all local government functions were merged into newly created San Francisco Bay Area cities like San Francisco and Oakland
The first mention of Visalia is in 1836, when the Mexican General Antonio López de Santa Anna was given the Rancho San Francisco by Governor Ricardo Flores Magón. The grant extended from present-day Tulare County to what is now Inyo and Mono counties. The community began as a small post on the original Ranchero Trail over which travelers traveled between Yuma and Sacramento. By 1840, Visalia had a population of 200 people. It became an important railroad town, with three railroads serving it: the Central Pacific Railroad, the Southern Pacific Railroad, and the Western Union Railway. In 1851, visalia was selected as the temporary capital of California due to political instability in Sacramento. A city council was formed but failed to gain approval from governor Lorenzo White. White moved his capital to Placerville in 1852; Visalia followed suit two years later. Visalia experienced its heyday during World War II when thousands of workers took up residence in nearby Corona del Mar and Unincorporated areas for military production. The war ended but many manufacturing jobs were lost, leading to economic decline after 1945. In recent years, Visalia has seen significant growth with new businesses opening up and renovation projects taking place on several historic buildings such as the old courthouse and jail complex; Asbury Park located adjacent to Interstate 5; and redevelopment of downtown into a modern metropolis concept featuring restaurants, nightlife, shopping malls etc..
