Vista is a city in San Diego County, California. It was founded in 1911 by Michael L. Evans and his wife, Nellie C. Evans, as a small town on the banks of the Colorado River. The city annexed portions of Santee and La Jolla counties in 1923 and 1990 respectively. As of 2016, Vista had a population of 158,827 people. In 1911, Michael L. Evans established himself as an agriculturalist with land holdings in what is now Mesa Verde National Park near Scotts Valley and he named the settlement after his parents’ home state of Virginia – "Vista" meaning "high ground." In 1924, while VISTA (the predecessor to NASA) was developing its plan for managing airspace over California's Central Coast region—a region which included parts of both Mesa Verde National Park and San Diego County—Michael L. Evans donated 160 acres (65 ha) to VISTA for use as airport property; this donation formed part of the boundaries that would later encompass Vista proper including much of today's central Mesa Verde district.). The City Council amended the city charter on February 14th, 1990 to annexation portions of Santee and La Jolla counties from Imperial County due to growth within those two localities associated with military installations: Naval Air Station El Centro (Naval Air Station North Island) on La Jolla Peninsula and Naval Base Point Defiance on Santee Peninsula were both located adjacent to Vista proper making it difficult for residents east or west of I-5 or I-8 exits from Vista into either side of these areas without first crossing Playa del Rey Creek at Lopez Canyon before reaching Interstate 5 or Interstate 8 access points along Roosevelt Road & Ventura Boulevard outside Of Vistas limits; additionally many businesses on Rincon Hill Rd between I-5 & SR-101 southbound operated directly out their entrances onto playa so visitor traffic entering & exiting Vista became congested trying to get around this barrier). On July 15th 1998 Mayor Tom Barrett announced that plans were being developed within VISTA called "Starter Village". The purpose was stated as providing low cost housing units specifically designed for first time homebuyers during the early stages when purchasing a home may be more challenging than later when prices have stabilized/increased; Starter Village would also serve as an information center for area homeowners association(s), schools, churches etc.; it would be open Monday - Friday 9am - 6pm ESTwith special events available upon request by membership organizations like Citizens Clean Water Coalition who operate generators 24/7selling water only from public taps throughout incorporated area). On November 1st 2006 Mayor Jerry Sanders announced that Californians For A Better Future sponsored by Earthjustice had obtained funding through state legislation passed in June 2005 entitled “A Better Future For All Californians” which provides $50 million per year over 3 years towards environmental justice programming statewide including programs focused on energy efficiency retrofitting homes (& businesses); solar energy installation assistance/funding; educational resources about climate change available free at community centers statewide; homeless prevention/treatment programs offered free at participating agencies thru coordination with Department Of Technical Services Homeless Solutions Branch). After months long negotiations between SFABF&Earthjustice resulting in thousands upon thousands OF dollars worthof financial assistancewas securedstate legislators gave final approval allowing implementation beginning January 1st 2007 thru October 31st 2007

Vista is a city in the U.S. state of California, located on the Central Coast of the United States. Vista was incorporated as a city in 1907 and became a county seat in 1912. The name "Vista" comes from Spanish for "view." It is also home to Sete Pueblos, which are part of the Navajo Nation and sit about 20 miles (32 km) east of Vista on US 101. As one of the most important agricultural centers in California during the early 1900s, Vista played an important role in developing America's milk industry and almonds. In 1906, William Randolph Hearst donated land to set up a college at Vista; it would become Caltech. From 1916 until 1978, Vista was controlled by Republican Party member George Romney who served as its mayor from 1944 until his death in 2000.
In 1847, Rancho San Rafael was granted to Antonio Lara by the Mexican government for his father's cattle ranch. In 1849, Lara built a adobe house on the property and named it "Rancho San Rafael." The original grant included 640 acres of land. The rancho was renamed after General José Joaquín de la Cruz y Costilla (1797-1868), who fought in the Mexican War of Independence and later became president of Mexico. In 1857, Los Angeles County was created from parts of California including Rancho San Rafael.
