West Covina is a suburban town that straddles the border of the City of Industry and Pasadena. It is bordered by Lynwood on the east, Glendora on the north, Norwalk on the west and La Quinta on the south. The ZIP code for West Covina is 81801. The history of West Covina can be traced back to 1881 when Isidore Witherspoon purchased 1/4 mile (1 kilometer) of land from José Antonio Garza de la Cruz in what is now Lynwood. Witherspoon named his new community after himself - "Wichita Falls" - in memory of his native Wichita Falls, Texas where he had been born in 1848. In 1902, Witherspoon sold 1/2 mile (3 kilometers) of his land to John Hargrave who named it "West Covina". On July 14, 1907 President Theodore Roosevelt delivered a speech at Long Beach High School which mentioned "the beautiful city called West Covina" and praised its progress since he had last visited it twenty years earlier during his first term as president. Over time many names were given to this unincorporated area including: East Los Angeles or simply 'East LA' before being changed to West Covina in 1923; North Hollywood or 'NHO' following annexation by Hollywood; Monrovia; Chavez Ravine; Slauson Heights; Lincoln Heights; Playfair Hills and finally Arlington Heights after World War II ended. In 1924 Southwestern Electric Company laid out a township line along Oxford Road through present-day Huntington Park with intentions to build an electric power plant there but never did so because oil became available for exploration nearby at Imperial Valley Oil Field. Instead Southwestern built its own station near today's Boyle Heights Boulevard and sold electricity under contract to local farmers until 1948 when Southern Pacific Railroad decided it needed its own electrical grid so began providing electricity directly to homes and businesses within its service area without selling it back toSouthwestern Electric Company until 1984 when deregulation occurred making Electricity Sales Corporation common practice throughout most major U S markets eliminating any monopolies).
