The City of West Sacramento is located on the east bank of the Feather River within Contra Costa County. The history of West Sacramento dates back to 1847 when James Irvine founded Irvine Mines on land that he had purchased from Isabella Sanchez de Castro. In 1855, John C. Frémont surveyed and explored what would become Contra Costa County and named it after his friend and mentor General George Armstrong Custer. In 1865, Jens Olsen started a mill at Glen Glenn which became one of the largest mills in Northern California with a production capacity of 1 million barrels per day (bpd). By 1870, Glen Glenn had moved its operations to new facilities south of town on what is now known as River Road just outside present-day West Sacramento’s limits. In 1886, he merged his company with those at Glen Glenn and named it American Mill & Elevator Company which continued to produce flour until 1940 when they changed their name to Western Mill & Elevator Company Incorporated because their production site was within Contra Costa County Limits but outside of San Francisco Bay Area boundaries (the company’s original corporate headquarters were located just east of downtown San Francisco). During World War II American Mill closed its doors for 40 months due to rationing but reopened after war resumed compliant with government regulations; during this time they produced munitions for the war effort including high-explosive shells used in Okinawa Campaign. After 1945 American Mill closed again for two years before reopening as an agricultural equipment dealership until finally closing again in 1958; however elements remain extant today remains home to many local businesses like K2N Rancho Feeders LLC., S&P Grains LLP., Black Diamond Outlet mall store/grocery store/, US Cellular Field stadium/multi-purpose park/. West Sacramento is a small town in Central California located on the banks of the Sacramento River. The population was 3,812 at the 2010 census. It is part of the Sacramento-Arden-Arcade-Roseburg, CA Metropolitan Statistical Area. The town was founded in 1848 by prospectors who were looking for coal and other minerals in what is now Fresno County. A post office called West Sacramento was established in 1850, and became a city in 1874. In 1907, it merged with neighboring Arden to form the new city of West Sacramento-Arden-Arcade. The merger resulted in the loss of two townships that had been within West Sacramentans boundaries - Sausalito and Newcastle - but it did not affect its overall size or political status. During World War II, West Sacramentans played an important role as military bases for various campaigns including Doolittle's bombing raid on Tokyo on July 25, 1945 which marked Japan's first successful attack against America since Pearl Harbor (in 1941). Additionally, during World War II many local families helped contribute to munitions production throughout Northern California; many still do so today. In 1984, voters passed a resolution declaring November 4th "National Hispanic Victory Day" honoring all Hispanics who have fought or served in defense of our country since 9/11/2001. That year also saw significant changes take place when Mayor John Burton took office after being elected as part of then-Governor Pete Wilson's term extension package. Among other things, Burton announced plans to demolish all but two buildings from downtowns history (the old City Hall and First Baptist Church) due to their code compliance concerns with State mandates related to fire safety codes specific to Latino residents living near urban areas frequented by Protestants (a group that has historically been more likely than not to vote Democratic). These measures reflected Mayor Burton's belief that while there may be some cultural elements common between Latinos and Americans (for example Mexican immigrants working hand in glove with American citizens), those elements should not trump public safety concerns when it came to building projects within city limits. As mayor he also began developing policies supporting economic development within Latino neighborhoods outside of downtown Los Angeles; these are now known as Eastside Development Plan Policies
West Sacramento was incorporated as a city on November 3, 1885. The first mayor of West Sacramento was F.A. Hutton. The first City Council consisted of Mayor Hutton, Alpheus E. Morse, James W. Harrigan and John Smedley, all Democrats. On July 1, 1915, the city annexed the adjacent city of Citrus Heights which had been founded in 1912 by two brothers who were also incorporators of West Sacramento. Citrus Heights became part of West Sacramento on January 1, 1916 when both cities amalgamated into one municipality under the name "West Sacramento".
