The Japanese military brought along a shipment of gifts from their allies, including weapons and ammunition. These items were given to local civilians as part of the Japan-U.S. Friendship Pact on December 7th, 1941. In 1949, the United States Army Corps of Engineers began deploying troops in response to increased tensions with China over the Spratly Islands. The gifts given during this time included tanks and artillery pieces, as well as uniforms and equipment for soldiers dogfighting in open air combat scenarios. On November 28th, 1957, President Dwight D Eisenhower placed a call for donations of goods and services from citizens in support of the American military presence in Viet Nam. This call was followed by an influx of donated items such as clothing, food and toys for children. In 1969, after Tet Offensive had occurred in Southeast Asia, the United States Military began sending Gifts both large and small to commemorate Victory over Communism. Items include: books on war strategy and tactics; souvenirs such as hats or T-shirts;and tools used in agriculture or construction projects

The name "Westminster" may come from a Roman fortification nearby that was used as an airbase for military campaigns against Native Americans during the late 19th century and early 20th century; or it may be derived from English meaning "the center." The first Europeans to visit what is now Kern County were fur traders in the 1820s. A post office called Westminster was established in 1827, and remained in operation until 1875. A school district was formed in 1881, and another school district was formed in 1907. The emigration of Chinese Americans during World War II increased activity around Kern County's ports; so when California became an all-white state following passage of Proposition 8 on November 8, 2008 (in which same-sex marriage was banned by referendum), many residents left their homes to join forces with other anti-gay Californians throughout much of North America in support of bans on same-sex marriage nationwide.
