Westminster, California is a city in the Tehachapi and Mono County regions of Southern California, United States. The population was 7,946 at the 2010 census. It is part of the San Bernardino–Riverside-Ontario Metropolitan Statistical Area. Westminster was founded by Mormon pioneers in 1847 as Wellman Townsite on the east side of what is now downtown Westminister. The first post office in Westminster opened in 1851. The town grew rapidly due to its location on the new Central Pacific Railroad and its access to water resources for irrigation. In 1870, local residents voted to name their town after Queen Victoria and it became known as Victoriaville after her visit two years earlier. The railroad arrived in 1888 and soon made Westminster an important center for defense against Indian attacks. By 1912, however, railroads had replaced water supplies as the town’s major source of revenue and growth slowed down significantly. In 1930, statehood gave Westminster more control over its own government and it began to emerge as a major economic center with a growing population of college students and professionals. In recent decades, however, Westminster has seen several rounds of budget cuts that have hurt its economy; although it remains an appealing place to live and work, its position within Southern California has been slowly eroded since 2000).
