Whittier is located in San Bernardino County, California. It is a small town with a population ofabout 30,000 people. The town has two schools – Whittier High School and Whittier Middle School. There are also two businesses in the town – The Post Office and the Dairy Queen. The townsite was first settled by Europeans in 1849 as part of Rancho San Bernardino del Cucharro Mexican land grant. In 1868, the U.S. government sold the land to John Sutter for $8,500. Sutter built an adobe ranch house on what is now Main Street in Whittier and named it Rancho San Bernardino de la Huerta after his father-in-law, Juan Bautista de la Huerta y Aguirre. In 1873, Sutter moved his herd of cattle from Rancho San Bernardino to what is now downtown Whittier after finding good grazing land thereabouts. In 1898, when California became a state, Whittier became an unincorporated community within San Bernardino County under the jurisdiction of Riverside Municipal Court #1 because it was south of the county line on Route 66 between Riverside and Orange counties then administered by those counties' officials but outside of municipal government's jurisdiction over citizens inside municipally owned boundaries (municipal court served only residents within its jurisdictional borders). However, unlike other communities that developed outside municipal boundaries during this period such as Fontana or Moreno Valley which were annexed into city walls once their populations reached 20% or more of their pre- annexation numbers (the annexation process at that time was largely through annexation petitions submitted by major business concerns who desired to move closer to larger cities or expand into rural areas), Whetter remained unincorporated until 1955 when it had its own school board and first voted to annex into City of Whittiere on November 2nd that year; however due to Community activist efforts (and subsequent successful referenda passed by both chambers in 1952 increasing taxes for all residents/towns within city limits) Whetter reverted back to its original status as an unincorporated community with no school board privileges until 1978 when it again voted unanimously (by resolution) to annex into City Limits effective January 1st 1979 pursuant natives inhabiting said area prior thereto being granted full citizenship rights thereby becoming members thereof by act duly committed & executed aforesaid
