Whittier is a city located in the San Gabriel Valley of Los Angeles County, California. The population was 66,603 as of 2010, making it the tenth-largest city in Los Angeles County. The city is named for then-Senator John F. Whittier and its first mayor, James P. Byrnes. The present day Whittier was founded by Mexican Americans in 1887 as a small agricultural community on Rancho Santa Anita near what is now Pasadena. When annexation by Los Angeles became official after the 1898 Gold Rush, most of the Mexican American population left to live among their new friends and kin in what is now Pasadena or South Central LA. However, a few old timers such as Captain George Hearn kept an eye on things and started to develop small parcels of land east of downtown into what would become today’s Whittier area. In 1905 when Mayor James P. Byrnes proposed that the City annex all of Palmdale northward to make way for larger developments in North Hollywood (the current renamed West Covina), many people voiced opposition because they felt their ancestral lands were being taken away without due process or compensation – something which still remains an issue to this day! In spite of this opposition however, on January 1st 1907 City Council voted unanimously to annex Palmdale without any public hearings or debate; creating one of Southern California’s earliest municipals! Whittier officially changed its name from “Pasadena” on December 12th 1914 to honor then Senator John Fritchey who had championed annexation while serving in the United States Senate at that time (similarly later Congressman Bob Filner). Even though Judge Augustus Epps granted annexation certification on November 10th 1916 despite pleas from some residents fearful about potential development within their boundaries (euphemistically called “The Estates Plan Revision Plan No 2″), no houseboats were ever built on Cannery Row until well into the 1920s when dockworkers began using it as a berthing place during longshoremen's strikes!
