Whittier is a small town located in Los Angeles County, California. The population was 20,491 at the 2010 census. It is composed of mostly white and Asian-American citizens. They founded Mission San Gabriel Arcangelico on the current site of downtown Whittier. In 1868, Whittier became an incorporated city under the name of Los Angeles County and within that year, it built its first public building—the wharfside depot on Harbor Boulevard. In 1871, when Los Angeles County was organized into Unified School Districts, part of that district included Whittier and it continued to be served by the old schoolhouse until 1984 when it was replaced by a new facility on First Street which still serves as the community's central library today. The post office at 5th Street and Harbor Boulevard opened in 1872; later renamed after President Franklin D. Roosevelt (1939–1945), it became known as "Franklin D." Roosevelt Post Office from 1951 to 1957 before reverting back to its original name. The annexation of much of southern Pasadena by Pasadena City Council in 1907 led to increased demands for mail service from south Pasadena so in 1912 Mayor Winton Evers recommended that Southern Pacific Railway build a branch line through downtown Pasadena from Terminal 4 (now Westwood Center) onto Harbor Boulevard so that mail could be delivered directly to businesses and residences without having to go through South Pasadena or downtown Los Angeles
