Whittier, California is a small city in northwestern San Diego County, California. It is the seat of Whittier and its census-designated place (CDP). The population was 3,898 at the 2010 census. The CDP covers an area of 1.5 square miles (3 km²). The town of Whittier was founded in 1884 by investors from Los Angeles as a cotton plantation community to serve as a terminus for wagon trains traveling between Loma Prieta and San Francisco. The first post office was established in 1886, and the name "Whittier" replaced "Garden Grove" on November 15, 1888. A year later, the first school opened with 10 students. In 1890, the wharf at present-day Harbor Boulevard opened for shipping large supplies brought overland by teams of horses and mules from Stockton; wharf operations continue until this day. In 1892 Whittier became part of what was then known as San Diego County when it was organized as one county under Governor Pio Pico. At that time it had a population of just over 6,000 people living in 1 mile (1 km)square blocks divided into 20 lots totaling 640 acres (240 ha). Today's downtown district dates back to 1896 when two streets were added to what are now Main Street and Broadway Streets: Market Street NORTHWEST and First Street SOUTHWEST
