The Whittier National Guard was organized on July 1, 1903 as the California Volunteer Infantry. The state of California had been hit hard by the depression, and many people decided to volunteer their time and talents to help make things better. On July 1, 1903, the Whittier National Guard was born. In 1912, the National Guard detachment in Whittier joined the United States Marines Corps. This gave the National Guard an affiliation with a military unit that could provide support when needed. From 1914-1920, the National Guard detachment served in World War I as part of Marine Corp battalions attached to various divisions. On November 5th 1920, Governor James M. Farrell signed into law legislation creating a national guard division in Los Angeles County which would include all of Southern California from Ventura to Orange County inclusive (the original county boundaries were changed after incorporation of Riverside County). The first members of this new division were sworn in at Headquarters Battery at 4500 S San Fernando Blvd on December 2nd 1920 under Colonel John Wertz commanding unit. In 1935-1936, both active and reserve members of CalNormal's Division #8 joined forces with those from other units including Battalion C (UCLA) for training maneuvers around Lompoc Bay known as maneuvers "Camelback" and "Winchester". In 1942-1943 an additional battalion was raised in response to America's entry into World War II and became known as Battalion A (UCLA) . Thereafter each battalion conducted its own training exercises until 1946 when all battalions were consolidated into one brigade again commanded by Col John Wertz who also continued command during Korean War era exercises starting in 1951 called "Seahawks"

Whittier is a small town located in Southern California. The population was 7,709 at the 2010 census. It is part of the San Diego-Tijuana metropolitan area. The early residents of Whittier were Anglo-Saxon Protestants from Britain and Ireland. They had arrived on the coast of southern California around 1849 during the Gold Rush and founded a small community near Point Conception, now known as North Park. In 1852, they organized themselves into a town charter and began to build their own homes and businesses. The first store was opened by subscription in 1853. Over time, many other businesses closed or changed hands but Whittier remained an isolated community with its own school system, library, churches, and newspapers. In 1907, Mayor John Brownell announced that he would not seek reelection because he decided to move to San Francisco to become mayor of that city's then new municipal government which he saw as more progressive than what was available in Los Angeles County when he first became mayor two years earlier. The last post office in Whittier opened on July 15th, 1954 after more than fifty years of service; it operated out of what is now Pioneer Hall (now the Municipal Building). The last letter sent from Whittier was "WL" on October 1st 1954; it ceased operations due to low mail volume caused by suburban expansion across the border into San Diego County since 1904 when mail services were transferred from Encinitas (then known as Rancho Santa Fe) southward along Interstate 5 to La Jolla (then known as Pacific Beach) and then northward through Carlsbad Mesa until they reached Whittier proper in1964 When Interstate 5 was built between El Centro and Escondido during the late 1970s and early 1980s, access to both towns shifted away from I-5 towards downtown San Diego so that parking lot fronts became important marketing tools for downtown merchants who hoped developments would create more business development within walking distance of their stores instead of miles away on an interstate highway . This change also affectedWhittier as most shopping took place outside the bounds of town limits while downtown people increasingly relied on satellite TV channels like HBO for programming choices
The National Guard has a long and varied history that can be traced back to the early 1800s. The National Guard was created as part of the United States Constitution in 1775. The first national guard units were raised in 1780, and they were called the New York Militia. In 1802, the National Guard was authorized to raise troops for service in Mexico during the War of 1812. The following year, Congress passed an act authorizing the raising of a regiment of Artillery for three years and six months. From 1816-1820, there were also acts authorizing the organization of companies of Infantry and Dragoons for five years at a time. There was also legislation passed in 1824 authorizeing the formation of two brigades or divisions (later renamed brigades) of cavalry. On July 5, 1861, President Abraham Lincoln signed into law an act creating 4th Brigade Ohio Volunteer Infantry Regiment on October 1st from parts of 2nd Brigade Kentucky Volunteer Infantry Regiment and 3rd Brigade Illinois Volunteer Cavalry Regiment. This unit was quickly converted into a brigade on December 15th when it became known as 4th brigade Louisiana State Volunteers Infantry Brigade with 1st battalion Arkansas infantry and 2nd battalion Texas infantry companies as its battalions I-IV). On February 14th 1862, 1st battalion Florida infantry company joined this brigade (becoming known as 2nd battalion Florida State Volunteers Infantry Brigade). During January 1863, Confederate forces attacked Union positions near Savannah Georgia; this attack resulted in one soldier killed, nine wounded and fifteen captured by Confederate forces including colonel John Pemberton who later committed suicide after his capture. In 1865, all remaining volunteer units were mustered out by their respective commanders with most men going west to join armies fighting against slavery while some few stayed behind to form state militias which continue to exist today as independent military organizations

However, by the early 1930s, Whittier had recovered and become an important commercial center with several heavy industrial establishments including a foundry, a bakery, and a car factory. during the 1940s Whittier experienced rapid growth with new businesses established such as plastics manufacturing and lightbulb production. However during World War IIWhittier again closed its doors due to lack of resources; however this time it reopened after the war as an educational institution known as Whittier Polytechnic Institute
