Windsor, California is a city in San Joaquin County, California, United States. The population was 58,827 at the 2010 census. Windsor is located on the southern edge of the San Joaquin Valley and is bordered to the east by Stockton and to the west by Modesto. The first post office in Windsor was established in 1872. The city was named for General Sir Edmund Hugh Windham (1811-1892), who served as a colonel in British India during the Napoleonic Wars and later became an administrator of Rancho San Francisco de la Bolsa, also known as Rancho Adobe del Norte. A schoolhouse stood on what is now downtown Windsor from 1878 until 1909; it burned down in that year. In 1907, a dike was built across Coweta Creek to protect against flooding from nearby Lake Oroville. The town began its growth with many small businesses starting up around 1908 when the Burlington Northern Santa Fe Railway arrived with a new line from Sacramento through Stockton. After this railroad's departure, most of Windsor's development occurred through major companies like Lockheed Martin and Northrop Grumman which had large campuses within easy walking distance of each other. In 1961, then-Mayor Forrest Dyer persuaded then-Governor Ronald Reagan to approve construction of Interstate 5 between Modesto and Stockton; this would have helped reduce congestion on Highway 99 southwest of Windsor along that route. However, funding for I-5 was not available until after Reagan left office due to budget cuts made during his time as president; consequently, only two lanes were built south of Windsor instead of four as originally planned. This lack of I-5 connectivity has led to some problems for motorists such as long wait times for permits or late deliveries from suppliers when I-5 isn't open at all hours; these factors have especially affected students commuting into campus areas during finals week or during winter break period because they cannot use I-5 anymore except for brief periods while it's closed sporadically due to weather conditions.. Despite these issues however, tourism continues to be one of Windsor's main sources of revenue while job opportunities are still being created through various industries such as engineering services and software development specifically within Lockheed Martin universities where many employees commute into town daily from surrounding cities including Livermore and Sunnyvale.. The name "Windsor" comes from its location adjacent to both Coweta Creek and Lake Oroville which together make up Half Moon Bayou system – one way that water flows into coastal valleys below Los Angeles County before draining inland again near Redding). Here General Sir Edmund Hugh Windham settled after traveling overland from India in 1851–52 aboard HMS Beagle under Captain Fitzroy Hewitt (1787–1858), arrived too late for land grants obtained by Captains Elisha Kimball (1796–1850) & James Kenedy (1800–1855). Windsor, California was founded on February 14, 1849 by brothers George and David Windsor. The town was named after the English city of Windsor because of its many miles of navigable waterways. The first post office was established in 1851, and the first bank opened in 1853. By 1870, Windsor had a population of around 100 people. The town experienced rapid growth during the 1880s and 1890s due to its location at the mouth of the San Joaquin River. The arrival of railways increased trade and population in Windsor. In 1903, a hotel was built near the intersection of State Route 99 and U.S Route 41 (now Highway 24). This Hotel Proctor became one of Windsor's most popular tourist destinations and remains active today as a bed-and-breakfast establishment. During World War II, Windsor served as an airbase for United StatesAAF pilots training out of nearby Stockton Airport. The town also hosted celebrations during Military Day parade days in 1943 and 1944 as part of patriotic programming commemorating America's victory over Japan in World War II. In recent years, much redevelopment has taken place within the boundaries of Windsor including development along Interstate 5 (the "Golden Arches"), new housing developments east off I-5 north to Ukiah Avenue, as well as new businesses popping up throughout town such as art galleries, restaurants, breweries/wineries etc., making it an increasingly vibrant community with plenty to offer visitors interested in history or culture alike!
