It became part of the City of Lancaster District on January 1, 1909. In 1916, Windsor amalgamated with nearby townships to form the new city of Lancaster. On November 4, 1924, Lancaster voters approved incorporation into the state of California as a city under the name of "Windsor." On December 12, 1927, that city changed its name to "Windsor" again due to trademark issues with its previous namesake city (Lancaster). On October 25th 2009 it was announced that Vista Chino would be joining forces with Windsor as part of a community-wide effort called "Vista Chino 2020". This partnership will see both cities invest $1 million into revitalizing their neighborhoods together through public-private partnerships including joint development initiatives such as affordable housing and downtown redevelopment
