Windsor, California is a small town located in the Central Valley of California. The population was 2,898 at the 2010 census. Windsor is one of 10 towns and cities in Contra Costa County. It is also one of four municipalities in the Contra Costa Regional District. The first permanent settlers to what would become Windsor were Mexican American pioneers who arrived from San Diego in 1848. They built The settlement on a ranch that they had acquired from Francisco Serna, who had come from Mexico City. That same year, Mayor George Ayer organized a meeting to decide whether or not to form a town within Contra Costa County. After much discussion and debate, voters approved the idea and incorporated as a town on February 15, 1850. In 1851, Windsor became part of the newly created Alameda County when it was separated from Contra Costa County. The following year saw heavy growth as people began moving into the area for agricultural purposes and new businesses were established such as an insurance office and grocery store. In 1854, local merchants formed the first water company in Contra Costa County with John Beardsley as president and Wm Hultgren as secretary treasurer
Windsor was founded by John Filson in 1820. It became a city in 1853 and was incorporated as a county town in 1907.
