The history of the navy gift in Windsor, California goes back to at least 1897. That year, Commodore George C. Brown issued a proclamation declaring that the Navy would be established in California. He offered a $10,000 prize for the successful completion of a series of naval exercises to be called " maneuvers." The first such exercise was held on December 15th, 1897. Secretary of War John Sherman presented the first prize money and Commodore Brown accepted it with pleasure. In 1899, Commodore Brown appointed Rear Admiral John Wainwright as Commandant of the Naval Militia in order to provide better training for sailors and officers who would serve in the navy. This new organization helped to create an navy that could protect our coastlines and defend our nation's interests overseas. In 1901, Commodore Brown designated Captain Edward Payson as Superintendent of Navigation on behalf of the Navy Department. Captain Payson was responsible for ensuring that navigation laws were properly enforced by all involved parties- both maritime and civil authorities alike- while providing instruction to those who wished to become seamen or officers in the navy. By 1907, there had been built up a significant amount of navy equipment and personnel within Windsor – including two small steamers (the SS Crown Victoria and SS Constitution) as well as several smaller vessels moored at various points along its waterfront area. It was only natural that these vessels should be given appropriate gifts in commemoration thereof! On January 10th 1907, Commodore Brown awarded Lieutenant Commander Harry Averill with a gold Krupp destroyer clock which he commissioned into service on July 1st 1908 at Pier 394 near city hall[1]. The USS Averill is still moored here today adjacent to HMS Hermes Museum! Meanwhile ashore at City Hall,[2], construction began on what would eventually become known as Thenford Hall Shipyard which became operational in 1911[3]. After years of hard work by their dedicated employees (many from within Eyre & McCloy), Thenford HallShipyard completed its first ship – USS Constitution (Cdr Fenton) – on October 3rd 1912[4]. Windsor is located on U.S. Route 395, about halfway between Bakersfield and Fresno. The first Europeans to visit Windsor were Spanish miners who prospected for gold in the area in 1849–50. A post office was established at Windsor in 1855 and the name of the town was changed to honor Richard Burton, then Ambassador to England. In 1861, a railroad station was built at Windsor by the Southern Pacific Railroad and it became an important stop on the route from Bakersfield to Fresno. The town continued to grow until it reached its peak as a cotton manufacturing center during World War II when production peaked at $2 million per year. However, during the postwar years many businesses closed down and today there are only a few remaining businesses that contribute much economic activity to the town such as antique stores and restaurants

Nixon with a two-seater naval aircraft carrier named Enterprise for his service as Commander in Chief of United States Naval Forces Europe during the 1953 Berlin crisis and other events that took place in that year including Operation Neptune’s Spear which led to Egyptian withdrawal from Sinai Peninsula and Israel becoming an independent country after years of occupation by Egypt). In 1961, Vice President Hubert Humphrey was given USS Constitution (CVN 78) by then Commandant General David Darragh at Portsmouth Harbour while on vacation in England aboard HMS Prince of Wales (RNLI 5552). This was also Commodore George Dewey’s last visit to America before retiring at age 80 years old in 1966; Commodore Dewey had been serving as Superintendent of Naval Air Station Norfolk since 1942 when he helped design and conduct development of America’s first jet airplane – Boeing 727 – at Langley Field, Virginia Beach., USA.) A railroad station was built in 1857, and the town became a stagecoach stop on the Butterfield Railroad. The town gradually grew until it had a population of about 1,000 people by 1915. By 1920, it hadgrown to about 12,000 people and became an incorporated municipality with its own government.
