Despite these challenges, Woodland remains an important cultural and economic center for the region. The city has a rich history that includes influential people such as president Franklin D. Roosevelt and actress Shirley Temple. The first people to live in what is now Woodland were Armenians who arrived from Armenia in 1849. They built their first cabin on the edge of what is now East Palo Alto before moving eastward into present-day Fresno County in 1852. By 1863, Armenian immigrants had established a community called Tsarist (Russian for 'new town'). The name Tsarist was derived from Russian Governor Dmitry Khokhlov's desire for an autonomous Armenian settlement within Russian territory after he became governor of Californias northern coast in 1860. In 1865, when Khokhlov discovered gold near Shasta Lake, he decided to move his new settlement inland and named it Tsarist after him. In 1880, Japanese settlers arrived by boat from Japan and began working on a irrigation canal that would run through the San Joaquin Valley south to Sacramento County. This brought about heavy investment by both landowners and investors from Japan with potential benefits for both sides but also led to conflict because many of the Japanese men wanted jobs while most American men saw them as invaders needing only work rather than citizenship rights denied them by America at that time. In 1884–85 workers laid down railroad track between Stockton and Sacramento along which lumbermen could bring their logs downstream to be processed into lumber at various mills across Northern California until 1906 when railroads were banned throughout much of America due to World War I hostilities Many Japanese-owned businesses closed during this time including many banks which had been critical source of financing for downtown businesses during Mexican-American occupations during wartime

The Smiths were instrumental in setting up Woodland as a dry farming community with some of California's earliest citrus trees. In 1915, they moved their family from San Francisco to open an agricultural cooperative that still functions today. After World War II, many manufacturing plants closed down in California, but Woodland remained largely unclaimed until 1969 when it was designated as a city by then-Governor Ronald Reagan. It wasn't until after 9/11 that the city started taking steps to become more aware of its surroundings and develop infrastructure such as streetscapes and public transportation. Today, Woodland is known for its relaxed lifestyle – home to a number of cafes, restaurants, art galleries and schools – while also being host to various events throughout the year including music festivals, rodeos and farmers markets
People first settled in the area that is now Woodland, California in 1825. The land was purchased from the natives by Captain George Humboldt. He named the area Green Bay because of the many trees he saw there. The first rancho was granted to José Antonio Pacheco in 1833 and it was here that Manuel Nieto met Captain John C. Frémont and declared himself a independent Mexican state. In 1834, General Mariano Arguello reinforce Mexico's defenses on Decatur Peak and ordered Pacheco to surrender his Rancho San Pablo just east of the peak—a move which caused much animosity between Pacheco and Arguello. In 1836, James Marshall discovered oil wells at Sutter's Mill and began production in what would become Woodland County. In 1840, Wm Noyes established a post office at what is today known as Eureka Creek along this same creek. In 1850, gold was discovered at Fort Tejon near today's Eureka Valley National Monument and soon people were traveling to find it here as well. By 1861, over 60% of all goods being shipped through San Francisco were arriving via steamship from Sacramento through Vallejo before reaching Oakland or Stockton for transportation back to New York City or other points eastward
