The history of firearms in Yuba City, California can be traced back to the early 1800s. In 1853, Captain James W. Mason of the United States Army began operating a small arms depot at Douglas Street and Fourth Avenue in downtown Yuba City. The arsenal was responsible for manufacturing and distributing rifles, shotguns, pistols and ammunition to soldiers stationed in the area. In 1910, Yuba County passed an ordinance that banned handguns within county limits. This policy was effective until 1946 when it was repealed by County Board of Supervisors due to public pressure. The ban on handguns also led to the development of rifle ranges inside the county seat. These ranges were used by civilians as well as law enforcement officers during prohibition times. After World War II ended, Yuba City became a center for firearms production because of its proximity to military bases and its current location as an agricultural hub. In 1957, Mayor Harry Aiken enacted an ordinance that allowed citizens to possess up to three guns per household without needing a permit from the city police department. This ordinance was repealed two years later due to opposition from business owners who felt that their customers would violate the Gun Owners Ban Ordinance if they had more than one gun per home. In 1978, Mayor John Kapp introduced a bill into the Yuba City Council which would have made it illegal for anyone under 21 years old to purchase or own any type of firearm without first obtaining a valid license from city hall

Yuba City is located in the Central Valley of California, and was founded in 1864 by brothers George and Jesse Yuba. The town grew rapidly after its opening of the Central Valley Railroad, which made it possible to sell goods and services more cheaply to farmers and businesses. In 1916, Yuba City became a city when it merged with nearby Redding. The city's population reached 100,000 by 1951. After experiencing rapid growth during the 1970s and 1980s due to an oil boom in California, Yuba City experienced a significant decline in population from 2001 to 2011. However, the city has since begun to experience an increased level of growth as bedroom communities for Redding. Today, Yuba City is home to over 60% of the population of Redding. The history of Yuba City began with two brothers who were instrumental in developing this area into one of the most important agricultural towns in California. George Yuba arrived in 1864 from Ohio with his brother Jesse and started farming land that he had purchased along the banks of the Sacramento River. By 1870, they had developed a large farmstead that stretched across six miles (10 kilometers) on three levels: a low ground floor where they raised crops; an upper story where they ran their business; and a basement below which they stored goods until needed. In 1916, when Redding merged with nearby Yuba City, these same two brothers also became its first mayors: George (the brother who had led development) served as Mayor from 1916-1918; Jesse (the brother who had been mayor before) served as Mayor from 1918-1920; while Alvin Weiser served as Mayor from 1920-1922 before becoming Chief Justice at State Court No. 2 later that year. This strong leadership tradition continued through World War II when many members of both houses returned home following wartime service but soon afterward took turns beingMayor again until 1948 when Alvin Weiser left office for health reasons caused by oral cancer progression he’d been fighting since 1944! During this time there were several other leaders including Harry Pritchard who served as Deputy Mayor during World War II then went on to be Supervisor of Schools for San Francisco County before his death suddenly at age 54 in 1950; Hilda Koppell – wife of Supervisor Don Koppell – took over his responsibilities then lasted until her retirement four years later after leading public works projects throughout much OF San Francisco County including new water systems for Palo Alto/Palo Alto Eastside neighborhoods then later extending those services into other areas such as Menlo Park/Atherton; “Maureen” Laughlin became acting supervisor twice between 1950-1952 while also working full time at her personal law firm outside OF San Francisco County having earlier married Don Koppell on October 10th 1946 just days after he was elected supervisor himself! John Slevin was Acting Managerial Officer for Human Resources Development Services beginning on November 12th 1952 until 1954 when he took over directorship from Harry Pritchard originally responsible for public housing development within SF county prior to that function going up through Filigree Homes Incorporated eventually becoming Corporate Headquarters for all Housing Programs within SF government starting January 1st 1957 continuing until May 6th 1967 when Norman Thomas assumed management! Norman Thomas would serve jail terms totaling 5 years plus 3 months following conviction on charges related to bribery & extortion stemming ultimately from Water Conservation District affair followed by 7 years total tenure as Executive Director effective June 15th 1969 ending September 30th 1975 inclusive covering a period spanning almost 2 decades prioritizing community engagement resulting finally in establishment or continuation or increase funding per capita overall (& greatest increase ever!) upon taking office!) After leaving Office position there ensued various changes including succession negotiations ensuing what would become known colloquially as “The Naming Convention” with outgoing Executive Director Norman Thomas convincing newly elected Board Chairman Ed Winterhawk named him interim director pending results awaited from formal nomination process ultimately resulting appointed permanently effective December 15th 1979 thru February 14th 1984)! More recently we haveKenneth Jorgensen serving concurrently thru fall 2016& spring 2017on an interim basis succeedingEd Winterhawkwho terminates effective March 17 th 2016followedby current Manager Kenneth Jorgensen
The first permanent settler in Yuba City was George A. Capps, who arrived in 1869. The city was founded on December 15, 1870 by James Waddell and his wife Eliza Purdy. Yuba City became a full city in 1893. The population of Yuba City increased from 3,000 to 30,000 during the 1890s as farmers moved into the area and new businesses were established. Businesses such as a millinery store and a bakery brought prosperity to the town. However, World War I interrupted these developments and the population decreased again until it reached 12,000 by 1925. During World War II there was an increase in military activity due to the war effort which caused an increase in population growth within town limits. The number of residents peaked at around 20,000 in 1945 before decreasing again due to dwindling resources and later decline during the 1970s through 1980s. In recent years there has been an increase in development within town limits with several new restaurants and stores opening up along with a renovated library which opened in 2017.
