The post-war boom years saw an increase in population growth due to new industrial development in nearby counties such as Sacramento and Redding but also because there were few job opportunities available outside of downtown Yuba City proper. However, during the late 1960s or early 1970s there began a rapid decline in population due to several factors including high rates of crime (which had become endemic among college-educated youth), social unrest caused by changes brought about by Nixon’s “War on Drugs” policy (the sale and possession of marijuana became illegal throughout much of California), oil spills that contaminated groundwater supplies near Yuba City proper while increasing transportation costs associated with increased highway traffic into the city limits; all these factors combined led to economic stagnation within downtown areas while suburban neighborhoods experienced corresponding increases in property values and employment opportunities outside downtown businesses).
