On October 16th 1905 Mayor Harry Jaffe announced that UCO's new campus would be located one block north along 14th Avenue from Post Office Square (). Incorporation as a city finally took place on November 3rd 1913 with mayor James Mcclellan proclaiming "Denver are incorporated." From 1915 until 1967 there were only two members on each councilmember’s roster; however this system changed when Ralph Bunche became mayor in 1967 and his first order of business was to change how elections were conducted so that all citizens could participate even if they did not live within city limits (). Bunche also made extensive investments into public infrastructure such as new roads, water systems and parks throughout downtown including Mile High Stadium which he built for football games only later becoming home to the Broncos NFL team On November 24th 1923 Quincy Jones donated land northeast corner 14th Ave & Arkansas Street for use as a future stadium for Colorado State University Buffaloes football game against Yale Bulldogsfootball game known today as Old Main Stand . This event helped improve 12th Avenue NE between Union Station & Interstate 25A , formerly called Commerce Row , into what today is Sprout District .
