The Guard was first organized on May 14, 1792 by George Washington as an emergency response to the outbreak of the French and Indian War. On November 15, 1792, Congress passed the National Guards Statute which created the modern National Guard. The statutes also authorized militia units to be raised in each state and provide them with training and equipment. Militia units were not allowed to fight in pitched battles and could only protect their own states or territories from enemy attack. On July 10, 1861, President Abraham Lincoln signed into law a bill authorizing theraising of infantry regiments of fifteen companies each to serve out four years without pay as part of the Confederate army. As this act provided for volunteer forces under federal control that would fight against secessionists within their own states, it also paved the way for future national guard activation during times of unrest or insurrection. The current system for organizing and funding national guard units began during World War II when tens of millions of dollars were allocated to create Army Reserve divisions specifically for military service in Europe. These divisions were activated in 1943 and 1944 as needed due to war-time shortages in regular Army troops. After World War II ended there was significant growth in military personnel requirements due to various Cold War threats such as Communism and international terrorism. This growth led to expanded appropriations for both the Army Reserve and National Guard programs over time until they reached $106 billion by 2008 according to Defense budget documents prepared by Congressional Research Service (CRS). 1) The origins of modern U.SArmy Reserve divisions can be traced back at least unto 1814 when organizations called “Regiments de la Garde” were formed throughout New York State by order of General James Ketchum after he suffered a battlefield victory at Battle Of Fallen Timbers near Detroit Michigan on October 25th 1813 2) In 1903 Major General Oliver O’Neal commanding British Forces North America disbanded all his regiments then subordinated them rearward so that Militia Artillery Officers could become brigadier generals thru organization called Infantry Brigade North American (IBA) now IMA 3) Brigadier General John Wainwright set up Headquarters Battalion 1st Rhode Island Infantry Regiment at Fort Adams RI on October 12th 1915 4) On March 2nd 1916 Brigadier General Charles Hoke ordered his first battalion camped outside Boston MA 5) A battalion headquarters detachment commanded by Colonel Arthur Pakenham arrived from Camp Harrison NY at Beech Point NJ on April 20th 1916 6) On October 21st 1916 Brigadier General Charles Hoke ordered his second battalion camped outside Boston MA 7) A battalion headquarters detachment commanded by Colonel Arthur Pakenham arrived from Camp Harrison NY at Beech Point NJ on December 11th 1916 8) Activation orders issued January 9th 1917 read “2d Battalion Pennsylvania Light Infantry activation order #9” 9 ) Lieutenant Colonel Clarence Thomas Administrative Officer 1st Battalion West Virginia Mounted Rifles arrives from Denver CO February 25TH 1917 10 ) On April 16th 1918 colonel Goldsborough ordered 1 st Rhode Island Infantry regiment full mobilization
