At that time, Englewood was a small farming community located approximately one-half mile east of present day Englewood Boulevard and two miles west of Blake Street. In 1875, Mayor Hagerty ordered City Marshal Isaac Fenton to start issuing citations for illegally parking cars. As a result, Fenton began giving out free tickets to motorists who complied with his orders. This new program quickly became popular and led to increased traffic congestion in downtown Englewood. In response to this problem, Mayor Hagerty ordered City Engineer Simeon J. Welch to study ways to improve the efficiency and appearance of downtownEnglewood by creating an alley system between First Avenue and Second Avenue and extending Eads Street southward beyond Main Street into what is now called Park Meadows Cemetery (later renamed Rocky Hill Cemetery). Welch’s report resulted in the creation of what is today known as City Hall Square (now home to municipal courts). The square also served as headquarters for the city’s earliest fire brigade and later its police department. On July 1, 1907, Mayor George Wickersham dedicated Government House at Fourth and Elm Streets as the new permanent home for both the city hall staff and local volunteers who were support services for municipal court proceedings. In 1912, following annexation by Aurora County, Government House functioned as county courthouse until it closed in 1969 due to budget constraints; however, portions thereof are still extant within present dayengleWOODBoulevard .
