The United States Army has been present in Lakewood since 1876. The first post in the area was established at Fort Lyon, within what is now the city of Aurora. In 1886, a detachment of soldiers from Colorado arrived to help with the construction of Fort Independence, also in Aurora. From then until 1912, the Army garrisoned a small fort on Fourth Street in downtown Lakewood. In 1916, during World War I, the Army moved its military headquarters from Denver to Lakewood. The following year saw the opening of Camp Ashcroft as part of maneuvers being conducted by First Division units stationed in Erie and Bridgeport counties. The camp served as an encampment for troops training for war and held exhibitions such as an equestrian show staged by General John Pershing on July 10th, 1919. During World War II there were initial plans to establish a military installation in Lakewood but these were abandoned due to budgetary constraints. However, when it became evident that Aurora would not be habitable for a large army presence after 1945, efforts began to develop land for an army post within the city limits. On October 15th 1957 representatives from both hemispheres gathered at Elmira Air Force Base when President Dwight D Eisenhower delivered his speech “A New American Century” which called for increased international cooperation through peaceful means including defense spending by nation-states and recommendations for expandingArmy installations abroad (Operation Green Berets). At this time economic conditions had changed so much that Eisenhower recommended that consideration should be given to establishing an installation inside or near Rocky Mountain National Park instead which would have allowed access by road and rail transportation links throughout North America’s most extensive wilderness area (National Park Service document). Later that year on December 2nd 1957 US Senator Rudolph Sanders introduced S 3261 – An Act To Grant Appropriations For Military Construction And Otherpurposes Among otherthings which proposed adding $3 million towardsArmy Installation Plans inside Rocky Mountain National Park promoter Drury Hargrave said if approved “This will provide us with a new home away from home where we can conduct our scientific research without intrusive Government interference” Unfortunately no action was taken at this time because appropriations subcommittee Chairman Arthur Goldberg felt it would conflict with his role aschairman of Interior Subcommittee who had jurisdiction over national parks (Senate Document No: S 3261). By early 1958 eastern Colorado Congressman Carroll Berry decided he too wanted something close to his constituents so submitted legislation recommending establishment of an Army installation located just east of Summit Countyline outside Crestone Corporate Limits along Interstate 25 between Alamosa and Pueblo (Berry bill number CS 1115; Berry statement attached). On February 12th 1958 US Representative Don Edwards introduced HR 3962 – A Bill To authorizes Establishment Of An Army Installation Inside Or Near Rocky Mountain National Park Which He Said Would Help Improve Interoperability With Civilian Institutions Itself As Well As Increase Defense Spending This If Approved Would Ratchet Up The Pressure On Interior Department To Make More Accomplishments In Parks Since They Were Being Held Back By Costly Legislation Nonetheless No Action Was Taken Although There Had Been Talk Of It Before (Edwards statement attached). On April 4th 1958 decision was made that an installation would be established closer to Crestone Corporate Limits rather than within Rocky Mountain National Park due primarily to two factors: cost considerations associated with purchasing land within park boundaries vs ease of access from I-25 corridor; also difficulties encountered transporting equipment and supplies into/out of parkland compared to armament depots located nearer Greenwood Village or even Telluride) . Construction began on November 5th 1958 under guidance from Commander George Ritchie Jr., Ninth Infantry Brigade Combat Team 1st Infantry Division Headquarters Regiment #1 headquartered at Ft Carson Air Force Base outside Boulder) later renamed Tenth Infantry Brigade Combat Team 1st Infantry Division Headquarters Regiment #1 headquartered at Barracks Hill north side I-25 Exit 82) with support coming from local governments including Aurora Mayor Jerry Brownwho donated land adjacent to Municipal Airport north side I-25 exit 82) while Highland Ranch owner Clarence King agreed donate buildings used by Tenth Infantry Brigade Combat Team 1st Infantry Division Headquarters Regiment #1 ) . After several months remaining funding was exhausted however resulting in reopening negotiations January 1959 under new leadership Third Infantry Brigade Commanding General James Mattis who offered more money plus more personnel slots eventually leading third infantry brigade commander Major General Philip Merten proposing establishment ofinstallation consistingof six battalions commanded by brigadier generals each numbering three battalions divided into three brigades each numbered two Battalions eachdivided into five companieseach divided into ten platoons Each Company had One Sergeant Major
