Smith, who served for two years before being replaced by George W. Haskins. In 1904, John Laughlin was appointed captain and he held that position until his retirement in 1916. During his time as captain, Laughlin developed new methods of policing which continue to be used today. He also helped develop the use of radios and other technology in police work. In 1922, Harry Cramer became captain and he held that position until his retirement in 1928. Under Cramer's leadership, the department began using helicopters for patrolling purposes and began using radar for tracking criminals. In 1934, Dick Reavis became captain and he held that position until his retirement in 1936. Pueblo, Colorado is a town located in the San Luis Valley in southern Colorado. The population was 9,848 at the 2010 census. Pueblo was founded by the Kansa people in 1867. The name, Pueblo, means "place of refuge." The original settlement was on the banks of the San Juan River and consisted of about 100 dwellings. In 1868, a post office and school were established here and soon other settlements followed suit. By 1870, there were over 1,000 people living in Pueblo. Growth continued until 1887 when a fire destroyed most of the buildings in town. With only five inhabitants remaining as of 1910, economic decline rapidly ensued and by 1918 it had only 8 residents remaining. In 1933 Pueblo merged with nearby Fort Collins to become one municipality known as "Pueblo-Fort Collins." However this merger did not work well and within 10 years both municipalities had split again into two separate towns: Fort Collins became Pueblo-North FortCollins while Pueblo-South FortCollins remained separate.[1] The current situation began to improve with the opening of Interstate 25 just outside town limits in 1951 which gave new life to local businesses and made travel more accessible for everyone within range. However by 1990 there were still very few residents living inside city limits;[2] nonetheless much progress has been made since then including plans for an expressway through town that never came to fruition due to opposition from locals (although some small businesses are now situated on I-25). Today aspects such as social services (which cover everything from disability assistance to senior care) or healthcare (including mental health services) are provided through outlying villages such as Holyoke or even Westminster because these areas have better infrastructure or cheaper rates than those found closer to downtown [3]. Although there is some debate surrounding whether or not this trend will continue given that its neighbor's growth has outpaced that of our own,[4], overall things look positive for future residents who appreciate all that downtown provides - whether it be easy access to retail strips or top quality public transportation options right outside their door!
