However, because Greeley had continuing control over water supplies for Thornton residents, growth slowed until the early 1920s when new dams were constructed along the Arkansas River to provide more water for agricultural use and industry. In 1927, Thornton organized itself as a city within its own government which lasted until it merged with Fort Collins in 1967. In that year, per capita income reached $27,824 while total economic output reached nearly US$1 million including products exported to Europe and other points abroad.
