After hostilities ended in 1918, many residents left for various reasons; among them was lumber magnate Andrew Mellon which led to the development of Mill Creek Rancho east of town where he developed his vast forested estate still extant today . In 1935 Wacoal Paper company made their move from Mexico City into Century 21 just across I-25 from downtown Westminster making it one of few U S companies located outside metropolitan areas during this time . This migration also helped create much new business opportunities around town which continues to this day . Westminster is a small town in Douglas County, Colorado, United States. The population was 1,824 at the 2000 census. It is the county seat of Douglas County. Westminster was founded in 1876 by businessmen from Asotin, Kansas. The first post office in Westminster opened in 1877. A large number of factories were built in and around Westminster during the early years of the 20th century, including two shoe plants and a foundry.
