Westminster was named for George Washington's first settlement west of the Alleghenies in 1778. In 1870, it became part of Larimer County; but, because it had no courthouse and no street name until after 1912, residents called it "Aspen." In 1907, Westminster became an incorporated town; Accordingly, its first official census report listed a population of only 26 people. However, by 1930 Westminster had increased to over 100 people and its population reached 150 by 1940.
